Those gold-plated public sector pensions?

Based on a PQ to Catherine Murphy, this is the distribution of pensions as of end 2015. pensioners

Median pension is probably around 17k. Riches beyond your wildest dreams indeed. Persons in the public sector before 1995 do not qualify for a contributory old age pension and the median would be well above the cut off rate for the non-contributory. This by the way is a max of 11k. Nearly 1/3 of all public sector pensions are below that rate. The 11k non contributory old age pension, like the public sector pensions, are guaranteed, in that the state being solvent they will be paid. But we hear very very little about the gold platedness of the OAP. I wonder why is that.
